# What's the meaningful difference?  I assume that re-supply costs...

What's the meaningful difference?  I assume that re-supply costs money.   I suppose that if you assume that people will resupply the city for free then a seige and forced "buy local" system are technically different.  Are you assuming that people will re-supply the city for free?
