Oven cleaner works well.  If you don't have oven cleaner, fill the bottom of the pan with water, add some dish soap, and heat the water to boiling on the stovetop.  Once hot, scrub with dish brush / brillo pad.  (Use a fork or wooden spoon to push the pad around to avoid scalding yourself.)   Chore boy pads (copper wool) also work well.  Unlike stainless steel, copper doesn't rust, and the copper kills bacteria.   Softer than steel wool as well, so less likely to scratch.
