Yes, with a few exceptions, Republicans have been ineffectual hypocrites.  At a minimum, the president could use the power of the pardon to neutralize the consequences of a bunch of laws.  That said, I don't think the sweeping changes Milei has made are possible with the checks and balances of the American system.
